EMERGENCY OPERATIONS PLAN
FINANCE SECTION

I. PURPOSE
The purpose of this section is to provide an overview of how damage assessment and management of emergency spending will be accomplished following a disaster.
II. RESPONSIBILITIES
The City Emergency Management Director (EMD) is responsible for developing and maintaining a damage assessment team able to perform initial damage assessment in the City of Crookston. This should be done by the City Building Official with the assistance of the City Planning and Zoning Department. The Polk County EMD will also maintain the procedures to be followed for preliminary damage assessment and coordinate the damage assessment process following the occurrence of a major disaster.
The Building Official and the Planning and Zoning will be responsible for assessing and documenting the damage of private property following a disaster.
The City Engineer will be responsible for assessing and documenting the damage of public property and infrastructures following a disaster.
The County Assessor, County Auditor, and/or the County Planning and Zoning Office will be called upon as needed to help with the damage assessment efforts.
The City of Crookston Officials will locate and report the location of damage to the county EMD as soon as possible following a disaster.
III. POLICIES AND PROCEDURES
A. A damage assessment effort will be initiated as soon as possible following the occurrence of a disaster. Pictures will be taken of the damaged areas and maps will be used to plot the location of the damaged sites. The City of Crookston EMD will coordinate with the Polk County EMD and the Minnesota Division of Homeland Security and Emergency Management when damage assessment is carried out in conjunction with a request for state or federal assistance.
B. The EMD and appropriate local government officials will participate in damage assessment procedure training whenever possible.
C. If emergency conditions warrant, the City Council can declare a state of emergency for up to 72 hours. The Council will approve the level of spending expended on the disaster.
