The Crookston Parks and Recreation Department was created in 1969 and had its first full-time Parks and Recreation Director at that time. The Park Board is the governing body of the Parks and Recreation Department. The Park Board meets the second Tuesday of each month at 7:00 a.m. at the Irishman's Shanty Restaurant. All meetings are open to the public. The 2010 Park Board members are Gary Warren, Jay Amiot, Dianne Holtman, James Kujawa and Charles Reynolds.

The Parks and Recreation Department consists of five full time parks workers, a secretary, an assistant director and a director. The Parks and Recreation Department also hires numerous part-time employees during the summer and winter seasons. The department is divided into two divisions, the Parks Department and the Recreation Department. The responsibility of the Parks Department is to maintain and develop the park system for the City. The Recreation Department has the responsibility of programming activities in the parks, arenas, and coordinates the use of the Crookston schools for both active and passive recreational opportunities. The Recreation Department has programs for pre-school through adults.

Crookston Civic and Sports Arena:

Dry floor summer activities include in-line hockey, tennis, basketball, dances and auctions. Outdoor ice skating rinks are located in Central Park. Two indoor ice sheets used for boys and girls hockey, learn to skate programs, men's hockey, and host the Crookston Pirate and UMC Golden Eagles hockey programs, recreational skating and advanced figure skating in the winter months.
