The City of Crookston was incorporated February 14th, 1879. Crookston is a Home Rule Charter City. Home rule charter cities can exercise any powers in their locally adopted charters as long as they do not conflict with state laws. Conversely, charter provisions can specifically restrict the powers of a city. Consequently, voters in home-rule cities have more control over their city's powers.
A revised City Charter was adopted on November 2nd, 1999. Our prior charter was adopted on July 31st, 1906, and amended on November 7th, 1961.
